江蘇省產(chǎn)學(xué)研合作項目申報認定條件

合作雙方簽訂了責(zé)權(quán)利明確的“五技合同”，且合作企業(yè)已實

際投入高校院所30萬元以上合作經(jīng)費，并在“江蘇省技術(shù)合同認定登記系統(tǒng)”完成合同認定登記。合作雙方建立了產(chǎn)學(xué)研合作“校企聯(lián)盟”，并在技聯(lián)在線網(wǎng)站“校企聯(lián)盟備案系統(tǒng)”完成備案登記。

江蘇省產(chǎn)學(xué)研合作項目申報認定流程

1、以高校院所為主體申報（請合作企業(yè)協(xié)助），向合作企業(yè)所在地科技局申報。請各地科技局主動做好服務(wù)工作。

2、申報2021年江蘇省產(chǎn)學(xué)研合作項目須提交“項目申報書” 原件1份。申報截止時間為9月30日。請各設(shè)區(qū)市科技局于10月8 日前將本地區(qū)“項目申報書”匯總后報送省科技廳區(qū)域創(chuàng)新處。

申報補充說明

1、本《通知》電子版可在技聯(lián)在線網(wǎng)站→科技副總專區(qū)→下載。

2、“項目申報書”中填報的項目負責(zé)人必須為科技副總項目入選對象，項目參加人員原則上為項目負責(zé)人所在單位（或所在團隊） 及合作企業(yè)相關(guān)人員，項目參加人員一經(jīng)確定，原則上不得變更。

3、“項目申報書”中填報的項目主要內(nèi)容和主要完成指標(biāo)的字數(shù)請控制在300字左右，主要完成指標(biāo)包括但不限于技術(shù)指標(biāo)、經(jīng)濟指標(biāo)、培訓(xùn)人員指標(biāo)、知識產(chǎn)權(quán)指標(biāo)、研究開發(fā)報告、咨詢服務(wù)報告、產(chǎn)品檢測報告、用戶使用報告、申請各類獎項等。

4、“項目申報書”須在網(wǎng)上填報，網(wǎng)上填報請登陸技聯(lián)在線網(wǎng)站→科技副總專區(qū)→按提示填報。網(wǎng)上填報完成（且網(wǎng)上顯示初審?fù)ㄟ^）后，請將網(wǎng)上自動生成的“項目申報書”導(dǎo)出、打印、簽名、蓋章后，報送合作企業(yè)所在地科技局審核（特別說明：報送的“項目申報書”應(yīng)有水印，加蓋的公章應(yīng)為單位一級法人公章）。

5、關(guān)于“五技合同”說明：

①“五技合同”是指技術(shù)開發(fā)、技術(shù)轉(zhuǎn) 讓、技術(shù)許可、技術(shù)咨詢、技術(shù)服務(wù)合同。

②在“江蘇省技術(shù)合同認 定登記系統(tǒng)”進行合同認定登記時，必須同時上傳合同及發(fā)票。

③上 傳的合同原則上為：對2020年科技副總，是指2020年1月以后簽訂的且至2021年12月還在研的合同；對2021年科技副總，是指2021年1月以后簽訂的且至2022年12月還在研的合同。

④上傳的發(fā)票須為高校 院所開具的正規(guī)發(fā)票（發(fā)票內(nèi)容須與合同內(nèi)容相對應(yīng)）；上傳的發(fā)票金額可以累計（至申報截止日已到賬經(jīng)費30萬元以上）。

1. Apply to the local science and technology bureau with universities as the main body (with the assistance of the cooperative enterprise). All local science and technology bureaus are invited to take the initiative to provide good services.

2. One original of the "Project Application Form" must be submitted to apply for 2021 Jiangsu Province's industry university research cooperation projects. The deadline for declaration is September 30. The science and technology bureaus of cities with districts are requested to summarize the regional "project application" before October 8 and submit it to the Regional Innovation Division of the Provincial Science and Technology Department.

2. The person in charge of the project filled in the "Project Application Form" must be the selected object of the vice president of science and technology project. 4. The "Project Application Form" must be filled in online. Please log in to the online website of the Technical Federation → the deputy general manager area of science and technology → fill in as prompted. After the completion of online reporting (and the preliminary approval is displayed online), please export, print, sign and seal the "Project Declaration" automatically generated online, and then submit it to the local Science and Technology Bureau where the JV is located for review (special note: the "Project Declaration" submitted should have a watermark, and the official seal affixed should be the official seal of the unit level legal person).

5. Description of "Five Technology Contracts":

① "Five technology contracts" refer to technology development, technology transfer, technology licensing, technology consulting and technology service contracts.

② The contract and invoice must be uploaded at the same time when the contract is recognized and registered in the "Jiangsu Provincial Technology Contract Recognition and Registration System".

③ In principle, the uploaded contract is: for the 2020 Vice President of Science and Technology, it refers to the contract signed after January 2020 and still under research until December 2021; For the vice president of science and technology in 2021, it refers to the contract signed after January 2021 and still under research until December 2022.
